Illuminating East of Manhattan

Earlier this year, Soloviev announced that for its New York City casino proposal, it has selected Mohegan Gaming, which is a gambling and hospitality unit run by the Mohegan Tribe in Connecticut. Titled ‘Freedom Plaza' the resort will feature a gambling venue, a 1,000-room hotel, two residential towers, and a Ferris wheel which will have a view of the East River.

In an attempt to sweeten its proposal and convince lawmakers to select it for a license, the company has recently unveiled of a public art installation as part of the gaming resort. For the effort, Soloviev has teamed up with globally recognized artist Bruce Munro, who is popular for his immersive site-specific installations, to design the ‘Field of Light.'

One of the aims of the art installation is to pay tribute to New York's enduring spirit but to also present meaningful opportunities for community engagement and educational programming. According to the artist, the art will represent the boundless imagination and freedom to dream with the hope to inspire both young and old take something from it and pass it on to others.

Field of Light is set to include approximately 17,000 low-light, fibre-optic stemmed spheres that will provide a “painted landscape framed by the city's iconic skyline and the East River waterfront.” It will open this winter and it is projected to cost around US$1.5 million, with the company funding the project via The Soloviev Foundation.

Competition is Fierce

However, it would be quite a difficult task for the company to get its hands on one of the three licenses. This is due to Resort World New York City and Empire City Casino being considered frontrunners. The two are already offering gambling options, and their expansion to full-scale gaming amenities will bring revenue quicker to the state. They also have plenty of community .

With the two gaming establishments being almost nailed on for the two licenses, this essentially leaves the rest fighting for just one. In the meantime, experts such as Wells Fargo analyst Daniel Politzer believe Las Vegas Sands is also a favourite. The company intends to launch an integrated casino resort in Nassau County in Long Island if it gets a permit.

Three professional leagues are calling for Quebec to establish a regulatory framework to license numerous sports brands in the province. The Football League, Major League Soccer, and the National Basketball Association urge the La Belle Province to follow 's example and introduce a similar market for third-party brands.

The efforts are headed by Québec Online Gaming Coalition, a that contains several online operators which are currently not allowed to offer legal sports betting in the province. In May 2023, the coalition proposed a framework similar to that of Ontario, where numerous third-party operators can lawfully accept and offer online casino and sports betting to local players.

Sports Leagues Call for Opening of the Market

At the moment the only legal online gambling in the province is offered via Loto-Québec. However, CFL, MLS, and NBA want to change that as they have joined the coalition which urges the province to create a new regulatory framework, such a model would allow the province to license private sports betting brands to join the regulated market.

The CFL was a proponent of decriminalizing single-event wagering which became a reality in 2021. The property has an entire wing or a third of its gaming floor devoted to Asian gamblers. But, the three new casinos could steal its customers.

Sullivan County Treasurer Nancy Buck noted the new casinos in NYC will be a major concern for the county, as it could have devastating effects. Meanwhile, Bill Rieber, supervisor of Thompson, the 16,700-person town where the casino is based, said the region will feel a little impact, and that the town should look into new ways of marketing the casinos for customers to come.

It should be mentioned that the prospect of a casino in the Big Apple stealing customers from the Catskills has been a cause of concern since the inception of the commercial casino legislation. Ms. Buck said it is a real alarm for the region, as the community needs the jobs and that the area needs revitalization after being left behind in the past.

This summer, the New York State Comptroller issued a report that studies the impact of all four upstate casinos. It found that they failed to meet initial tax revenue targets in 2019. But in 2022, only Tioga Downs met its 2019 projection. Meanwhile, the other three, including the Catskills casino, managed to generate 50 to 60% of their initial projections.

But despite the failure to meet targets, local governments still benefitted from the casinos. In the three smaller host towns, Nichols, Tyre, and Thompson, gambling proceeds contributed 30% to 60% of total revenue, allowing them to cut property taxes. But in the largest host community, Schenectady, and four host counties, gaming tax accounted for 1-3% of their total proceeds.

In addition to the new land-based casinos impacting the casino, the Catskills region also has to worry about the introduction of online gambling as a legal option in the state. New York Sen. Joe Addabbo is a major proponent of iGaming and is working on having it in the Empire State. This could also impact the casino's player base and hurt its economic impact.

Another visitor, Carmen, said the property that launched in June 2023 had no atmosphere and admitted that she prefers both Niagara Falls casinos to this one.
