Single- wagering's decriminalization has had a major impact on the Canadian gambling industry, however, government documents indicate that it could be an for . These findings suggest that the introduction has arrived at a financially challenging time for the sector and the Canadian Pari-Mutuel Agency, which oversees on horse racing.

Setting New King's Plate Wagering Volume

Woodbine Entertainment was able to debut its pari-mutuel model with bet365 just in time for this year's King's Plate which is one of the biggest horse racing events on the continent. This year's running and its card as a whole on August 20, 2023, generated the largest handle in the history of Woodbine Racetrack. has set its sights on an integrated resort on Manhattan's East Side, and the company has recently pitched a concept for a Light Up East Side project. Visuals brought to life the plans to have a installation as part of the resort. For its bid, the company plans to build the project on six-acre land between 38th and 41st streets.

New York State is in the process of awarding three full-scale commercial gaming licenses for the downstate region. In January 2023, the Gaming Facility Location Board kicked off Request for Applications allowing interested parties to submit their proposals for review. Soloviev Group is one of those companies which first shared its plans in November last year.

Illuminating East of Manhattan

Earlier this year, Soloviev announced that for its New York City casino proposal, it has selected Mohegan Gaming, which is a gambling and hospitality unit run by the Mohegan Tribe in Connecticut. Titled ‘Freedom Plaza' the resort will feature a gambling venue, a 1,000-room hotel, two residential towers, and a Ferris wheel which will have a view of the East River.

In an attempt to sweeten its proposal and convince lawmakers to select it for a license, the company has recently unveiled renderings of a public art installation as part of the gaming resort. For the effort, Soloviev has teamed up with globally recognized artist Bruce Munro, who is popular for his immersive site-specific installations, to design the ‘Field of Light.'

One of the aims of the art installation is to pay tribute to New York's enduring spirit but to also present meaningful opportunities for community engagement and educational programming. According to the artist, the art will represent the boundless imagination and freedom to dream with the hope to inspire both young and old take something from it and pass it on to others.

Field of Light is set to include approximately 17,000 low-light, fibre-optic stemmed spheres that will provide a “painted landscape framed by the city's iconic skyline and the East River waterfront.” It will open this winter and it is projected to cost around US$1.5 million, with the company funding the project via The Soloviev Foundation.

Competition is Fierce

However, it would be quite a difficult task for the company to get its hands on one of the three licenses. This is due to Resort World New York City and Empire City Casino being considered frontrunners. The two are already offering gambling options, and their expansion to full-scale gaming amenities will bring revenue quicker to the state. They also have plenty of community support.

With the two gaming establishments being almost nailed on for the two licenses, this essentially leaves the rest fighting for just one. In the meantime, experts such as Wells Fargo analyst Daniel Politzer believe Las Vegas Sands is also a favourite. The company intends to an integrated casino resort in Nassau County in Long Island if it gets a permit.

Mr. Ambrosie explained that the new market would not operate from the shadows and would protect the integrity of competition while also promoting responsible gambling. In his words, this would enable a ‘level playing field' across the North American market. It would also be an opportunity for the province to protect and bolster its culture and benefit the local population.

Earlier this , the province saw the development of the Québec Online Gaming Coalition consisting of leading online betting brands such as Bet99, DraftKings, Flutter (parent company of FanDuel), Entain (part-owner of BetMGM), Betway, and BetRivers-owner Rush Street Interactive. Loto-Québec has released its financial report for the first quarter of the 2023-2024 FY from April 1, 2023, through June 26, 2023. In that time, the Crown corporation recorded total revenues of CA$711.2 million and a consolidated net income of CA$380.9 million. These numbers exceeded the corporation's projections and are in accordance with its growth trajectory.

For comparison, the numbers for total revenues and net income reported for the first quarter of the current fiscal year are an 8.4% and 12.9% improvement over the same quarter of the pre-unprecedented situation fiscal year. However, those same figures were a 4.5% and 14.7%, decrease, respectively, in the same quarter to the same period in the last fiscal year.

Broken Down by Sectors

In Q1 of the current FY, the and gaming hall sector contributed to CA$274.6M from the revenue which was CA$11.2M or 4.2% more from the same quarter last year. Meanwhile, revenues generated CA$224.7M, which was a 12.4% or CA$31.9M decrease. This was due to the lower sales of Lotto Max. lottery amounted to 12.8% of the sector's proceeds.

Earnings from the Crown's establishments segment clocked CA$216.8M from the total revenue. However, this was a drop of CA$11.6M or a 5.1% drop from the same Q2 of last year. Plans Now Nulled

In its press, the Crown agency stated that the conditions are not favourable to its success as recently the project was opposed by the Montreal Public Health (DRSP), which issued a 40-page report on the project detailing the potential harms. The gambling corporation shared that it respects the opinion of the public health organization, but still deems the project a missed opportunity.

It claims that it has suggested a responsible project to reduce their accessibility and remove 600 VLTs in bars in disadvantaged areas on the island of Montréal. The Crown also understands why DRSP sees some of the aspects of the gaming hall's location as hazardous. Since it would have been located next to the Bell Centre and it would have tied to Groupe CH.

In its report, the Montreal Public Health Department also recommended that the gambling regulator continue the reduction in the number of sites for VLTs by ceasing to award permits for the operation and running of this kind of machine. Jean-François Bergeron, President and CEO of Loto-Québec commented that reassessing the Crown's land-based model would allow it to better meet the current challenges and needs. DRSP is Not the Only Opposition to the Project

A while back several Montreal communities expressed their discontent with the project which would have launched a gaming hall at Taverne 1909. Groups from the Sud-Ouest borough and Peter-McGill district of the Ville-Marie borough stated that the Crown corporation would increase its revenues on the backs of those who are at risk which was unacceptable.

Serge Sasseville, independent city councillor for the Ville-Marie borough's Peter-McGill district commented said the casino would be harmful to vulnerable people in the area. He explained the location is in the city's “red zone” which outlines areas with too many VLTs in bars while also noting neighbourhood already deals with issues of crimes, street gangs, and drug trafficking.

Police authorities report that they have uncovered a lottery run by a Brampton man. Through the scheme, the culprit targeted older adults in several parts of Canada. According to the Peel Regional Police, he started the frauds occurred over the course of several years and started in November 2020. He will now face criminal in court.

It is not uncommon for people to try and scam others via a lottery or gambling-related scam, and Canadian authorities have intervened in many cases over the years. In this scheme, the perpetrator contacted victims and informed them that had won big in the lottery. He then asked them to pay the taxes on the windfall, so their winnings can be released.

Joint Investigation Locates the Scammer

In a recent statement, Peel Regional Police shared a Brampton man was arrested in connection to a years-long lottery scam across the country. Law enforcement teams from various parts of the country also helped in the investigation, this includes the departments of Moose Jaw, Saskatchewan, Bridgewater, Nova Scotia, Thunder Bay, , and Timmins.

As already mentioned, the suspect reportedly got in contact with the victims and lied to them that they had won millions in lottery play. He then requested them to pay the taxes, in order for the winnings to be awarded. According to the police, the victims were instructed to send their payments to the culprit who was located in Brampton, Ontario.

After a thorough investigation, police squads were led to a search warrant being conducted by fraud officers with Peel police. It was discovered that the name of the suspect is Clive Lothian, who is a 60--old. Since then, he has been charged with four counts of fraud over CA$5,000, as well as two counts of possession of proceeds of crime, and one count of defrauding the .

Mr. Lothian has been released from custody and is now set to appear in court on October 16, 2023. Investigators remarked that there may be additional victims and released a photo of the suspect. The two municipalities are currently benefiting from being host to the Crown's Shorelines Thousand Islands located at 380 ON-2, Gananoque, ON K7G 2V4. The casino is owned by OLG but it is operated by Great Canadian Entertainment.

Expressing Gratitude

For this year, OLG has provided CA$1,145,047 each to a total of CA$2,290,094. The funds will be used to support local programs and projects. The special appreciation garden party was hosted at Gananoque's Town Hall Square on September 13, 2023. It was catered by Wendy's Country and included a wide selection of foods from the local area.

At the event, Town Crier Brian Mabee commented that the two communities want to celebrate the continued contributions from OLG and Great Canadian Entertainment to both the Town of Gananoque and the Township of Leeds and the Thousand Islands. He explained that the gambling revenue helps the municipalities with the bills and the communities are thankful for it.

Furthermore, Mr. Mabee said that as the fiscal dollars must stretch, the monetary contribution is once again of help to both communities to meet the expanding needs to support current and future endeavours. The event featured various guests including local officials, MPPs, representatives of the OLG, and ones from nearby community groups and programs.

Some of the speakers from the party include MP Michael Barrett, Leeds-Grenville-Thousand Islands and Rideau Lakes; MPP Steve Clark, Leeds-Grenville-Thousand Islands and Rideau Lakes; Gananoque Mayor John Beddows; TLTI Mayor Corinna Smith-Gatcke; and Kathleen Devin, Senior Municipal Relations Manager at the OLG. Representatives of the Gananoque Skating Club, The Gananoque Royals, the Rotary Club, the Thousand Islands Association and more were also present.

Casino Money Proves Vital for Communities

Over the years, funds delivered from OLG's gambling operations have funded some important projects across Ontario communities and continue to do so to this day. For instance, over CA$1.6 million from Shorelines Casino Peterborough was used for the new Quaker Foods City Square in Peterborough, splash pads, as well as the city's trails and cycling projects.

In the meantime, Playtime Casino Wasaga Beach, which is another gaming amenity in Ontario, will aid with the creation of a new community health centre and after-hours clinic. The much-needed facilities will come with a fully equipped, turnkey, medical office. Additionally, a plan to operate the new medical facility is being developed with the Georgian Bay Family Health Organization.
