Loto-Québec Demonstrates Impressive Results in Q1 – Casino Reports

Loto-Québec has released its financial report for the first quarter of the 2023-2024 FY from April 1, 2023, through June 26, 2023. In that time, the Crown corporation recorded total revenues of CA$711.2 million and a consolidated net income of CA$380.9 million. These numbers exceeded the corporation's projections and are in accordance with its growth trajectory.

For comparison, the numbers for total revenues and net income reported for the first quarter of the current fiscal year are an 8.4% and 12.9% improvement over the same quarter of the pre-unprecedented situation fiscal year. However, those same figures were a 4.5% and 14.7%, decrease, respectively, in the same quarter to the same period in the last fiscal year.

Broken Down by Sectors

In Q1 of the current FY, the and gaming hall sector contributed to CA$274.6M from the revenue which was CA$11.2M or 4.2% more from the same quarter last year. Meanwhile, lottery revenues generated CA$224.7M, which was a 12.4% or CA$31.9M decrease. This was due to the lower sales of Lotto Max. Online lottery amounted to 12.8% of the sector's proceeds.

Earnings from the Crown's establishments segment clocked CA$216.8M from the total revenue. However, this was a drop of CA$11.6M or a 5.1% drop from the same Q2 of last year. Bars were impacted by the unprecedented situation, leading to many closures. The trend seems to be reversing and retailer demand for terminals remains high, but the Crown is assessing how to manage VLTs in a responsible manner.

Furthermore, in Q1 the province saw the emergency of 20 new lottery millionaires who shared 26 windfalls of CA$1M or more. The total awarded amount from lottery, Kinzo, and network bingo was CA$373.6M. Also, tickets for the new PLINKO® lottery game were launched at retailers and online in May. It offers a number of instant prizes and an option to win even more at Casino Montréal.

In the quarter, the Crown corporation also debuted the “So that a game remains a game” campaign, which ran from May 8 through June 25, 2023. Its objective was to remind Quebecers that they can utilize the Crown's responsible gambling tools, measures, and programs when playing its games or when visiting its land-based locations. The campaign was renewed in September 2023.

Abandoning Mini-Casino Plans

Over the last couple of months, Loto-Québec became a subject of criticism for its plans to launch over 300 VLTs at the former Taverne 1909 next to the Bell Centre in . Recently, Montreal Public Health or DRSP opposed the launch of the mini-casino by releasing a 40-page report on how the gaming hall could lead to potential harms to the local population.

This left the Crown corporation no choice but to back out of the plan. This week, it issued a press confirming that it will pull the on the project. The gambling regulator said that it respects the opinion of the public health organization, but still deems the project a missed opportunity. The objective was to capture some of the fans who visit the home of the Montreal Canadiens.

Loto-Québec Pulls the Plug on Mini-Casino in Downtown Montreal – Casino Reports

On Tuesday, September 19, 2023, Loto-Québec announced that it will not be pursuing its plans to launch a mini- in near proximity to the Bell Centre in . The Crown corporation chose to abandon the project after it faced opposition from Montreal Public Health which recently published a 40-page report to express its discontent with the gaming hall.

The project was first revealed earlier this year and the plan was to install approximately 300 video lottery terminals in the currently vacant Taverne 1909 restaurant, next to the Bell Centre. The objective was to capture some of the fans who visit the home of the Montreal Canadiens. However, experts raised concerns about a potential negative impact on the local population.

Plans Now Nulled

In its press, the Crown agency stated that the conditions are not favourable to its success as recently the project was opposed by the Montreal Public Health (DRSP), which issued a 40-page report on the project detailing the potential harms. The gambling corporation shared that it respects the opinion of the public health organization, but still deems the project a missed opportunity.

It claims that it has suggested a responsible project to reduce their accessibility and remove 600 VLTs in bars in disadvantaged areas on the island of Montréal. The Crown also understands why DRSP sees some of the aspects of the gaming hall's location as hazardous. Since it would have been located next to the Bell Centre and it would have tied to Groupe CH.

In its report, the Montreal Public Health Department also recommended that the gambling regulator continue the reduction in the number of sites for VLTs by ceasing to award permits for the operation and running of this kind of machine. DRSP also urged for the development of an independent agency to oversee gambling in , in relation to the current gambling situation.

Jean-François Bergeron, President and CEO of Loto-Québec commented that reassessing the Crown's land-based model would allow it to better meet the current challenges and needs. He claimed that not doing anything does not provide a solution. Mr. Bergeron also argued that reducing supply without providing new options to meet consumers' demand.

DRSP is Not the Only Opposition to the Project

A while back several Montreal communities expressed their discontent with the project which would have launched a gaming hall at Taverne 1909. Groups from the Sud-Ouest borough and Peter-McGill district of the Ville-Marie borough stated that the Crown corporation would increase its revenues on the backs of those who are at risk which was unacceptable.

Serge Sasseville, independent city councillor for the Ville-Marie borough's Peter-McGill district commented said the casino would be harmful to vulnerable people in the area. He explained the location is in the city's “red zone” which outlines areas with too many VLTs in bars while also noting neighbourhood already deals with issues of crimes, street gangs, and drug trafficking.

Loto-Québec and CSN Union Still Can’t Find Agreement - Casino Reports
Loto-Québec and CSN Union Still Can’t Find Agreement – Casino Reports

employees unhappy with their working conditions continue their strikes, as on Thursday, September 7, 2023, they protested in . Represented by the , staff claim the negotiations between the union and the employer, Loto-Québec, have stalled. Workers insist on better working conditions due to the increasing cost of living in .

Unionized employees from several casinos in the province first went out on a five-day strike during the Formula 1 Canadian Grand Prix in Montreal in June. After they voted in favour of an indefinite general strike as the employer refused to meet their demands. Some of their requests include an additional CA$1 per hour of work.

Protests Continue Into This Week

Picket lines continued on Thursday as workers claim that negotiations between the Crown and the union have hit a roadblock. One of the protesting staff members, Constantinos Alexiou, commented that life is getting more and more expensive and some workers have trouble making ends meet. That is why employees demand proper salaries, he clarified.

Approximately 1,700 unionized employees from four Quebec casinos, including the Montreal one and the Crown's online gaming platform Espacejeux have been on the picket lines since June. However, the employer argued that salaries are competitive. But the union noted current figures are out of date in today's competitive labour market, and that it is willing to negotiate.

Mr. Alexiou shared that the employees are to negotiate, and explained that the boss has been providing 2.5% per year for five years, but it is also requesting newcomers to take a hit of 10%. He also explained that staffers demand salaries matching the increasing cost of living and want to be able to not get poor year after year.

Protesting workers urge locals not to buy lottery, despite being quite appealing to win big from it. They are also calling for individuals to try to abstain from going into one of the casinos, and even try to limit their online gaming activities, as a pressure tactic to the corporation. Overall, the unionized employees advise people not to play at all and avoid gambling at all costs.

Loto-Québec's Last Statement

In the middle of August 2023, Loto-Québec issued a statement to address the current situation regarding the protests at its casinos. It claimed that it has offered a number of possible solutions to address the union's concerns. However, according to the Crown company, those terms were declined by the union in just two days of negotiations.

Furthermore, the employer observed that at the start the union demanded more than double what was given to all of the Crown agency's other employees in 2022. It stated that despite the progress since then, the gap between union demands and the latest offer is still very large. It noted that the seven other collective agreements from 2022 were well-received by all parties in the same job classification.

Loto-Québec has issued a statement, in which it expressed its disappointment with 's move to disrupt the negotiation process for a second time. The Crown corporation stated that it has offered a number of possible solutions to address the 's concerns. However, according to the employer, those terms were declined in the last two days of discussions.

Unionized staff members of several casinos went out on strike in June 2023 after they voted on an unlimited general strike. They demand better wages to match the rising cost of living in the province and an additional CA$1 per hour of work. However, the employer argues that the demands are way too steep and refuses to match them.

Willing to Negotiations

In its latest press, the gambling corporation stated that it is committed to continuing serious and constructive decisions with the labour union to make enhancements to working conditions while ensuring that public funds are managed responsibly. The Crown previously claimed that the union made unrealistic demands of requesting a 24% increase over three years.

The employer remarked that at the start the union demanded more than double what was given to all of the Crown agency's other employees in 2022. It stated that despite the progress since then, the gap between union demands and the latest offer is still very large. It noted that the seven other collective agreements from 2022 were well-received by all parties in the same job classification.

Additionally, the Crown claims that it offers good working conditions for all its members as salaries are higher than the reference market. It also argued that most CSN-affiliated employees benefited from the positive financial of the last year through the incentive pay for which they are eligible for. Hence, saying that almost 65% of working hours provided bonuses.

In its press, the organization also discussed that it experiences the same attraction and retention problems as most corporations. But still, its attractive casino conditions have provided over 300 new hires since April 1, 2023. Also, the corporation explained that almost 40% of its personnel at gaming locations have more than 20 years of experience.

Update on Business Hours at Properties

Due to the ongoing picket lines that started in June, some of the Crown's locations operate under new working hours. Casino Lac-Leamy, Salon de jeux de Trois-Rivières and Salon de jeux de Québec follow their usual schedule. But Montréal, Charlevoix and Mont-Tremblant casinos function via a modified schedule specific to each location and some services are limited.

Full working hours for each of the gaming establishments can be found on the casinos' official websites, informed the employer. It also remarked that the strike does not involve dealers at its Montréal, Charlevoix and Lac-Leamy locations. Also, its online gaming platform, lotoquebec.com is also unaffected and resumes regular digital operations.
